Members of the Consultative Expert Panel
Barry Dingle has worked in the telecommunications industry for over 35
years in network design and research and has been active in the development of
international standards for 25 years. He has been a UN ITU-D Advisor and has
been involved in disability issues for over 20 years. Barry was the project
manager for ACIF's Any-to-Any Text Connectivity Options (TATA) Working Group
that produced a report to DCITA. He continues to be involved in developing
mainstream text service solutions that also meet the needs of of people who are
Deaf or have a hearing or speech impairment.
Associate Professor Christopher Newell, AM has extensive experience as a
consumer advocate and researcher in the areas of disability and
telecommunications. From 1997 to 2001 he was the consumer co-chair of
the Telstra Consumer Consultative Council. He is a member of the Australian
Telecommunications Industry Ombudsman Council and chairs the Disability Council
of the Communications Alliance. Recent books (with Gerard Goggin) include
Digital disability: the social construction of new media (Rowman &
Littlefield, 2003) and Disability in Australia: exposing a social
apartheid (UNSW Press, 2005).
Holly Raiche is Executive Director of the Internet Society of Australia
(ISOC-AU). Before that, Holly was a project manager with the Communications
Alliance (formerly ACIF), which included responsibility for the Disability
Council. Holly has been the communications advisor to the Australian
Democrats and the researcher and policy advisor for the Communications Law
Centre, specialising in consumer issues in telecommunications. Holly is also a
member of the Consumers' Telecommunications Network Board and a Visiting Fellow
with the Cyberspace Law and Policy Centre, in the Faculty of Law at the
University of NSW.
